最も注目すべき変更は、廃棄物管理の概念の追加です。「SimCity 3000」では、都市が中規模に成長するとゴミが蓄積し始め、都市の費用負担で処理しなければなりません。また、農場や農業施設も導入され、土地の価値が低く汚染が少ない地域の大規模軽工業ゾーンに出現します。新たにゾーニング密度が追加され、合計で三つの密度が利用可能となり、「SimCity 2000」の二つと比較されています。
さらに、発電所やその他の公共施設は、寿命が限られているだけでなく、老朽化に伴って最大出力が低下するリスクもあります。すべての発電所には寿命があり、水道施設にも寿命が設定されています。
