『大航海時代外伝』は、光栄の『大航海時代』シリーズに属する外伝作品であり、基本システムは『大航海時代II』をベースにしています。そのため、港での交易、航海士の雇用、世界各地の探検、発見物の報告、そして海戦といったシリーズの醍醐味はしっかり受け継がれています。一方で、本作の大きな特徴は、主人公の人数を二人に絞ることで、物語性をより濃くしている点です。資料では『II』より選択できる主人公は減ったものの、その分シナリオが充実していると説明されており、実際に作品全体の印象も、自由度の高い大規模な群像型航海シミュレーションというより、二人の主人公に焦点を当てた物語性の強い海洋冒険譚に近いものになっています。主人公の一人ミランダは、幼い頃のピエトロの言葉を求婚だと思い込み、彼を追って海へ出るジェノヴァの少女であり、もう一人のサルヴァドルは、偉大な海賊である父ハイレディンの影から抜け出し、自分自身の道を切り開こうとする若き海賊です。こうした構成によって本作は、『大航海時代II』の楽しさを土台にしながら、より人物ドラマと旅の物語に重心を置いた、シリーズでも独特の存在感を持つ作品になっています。
