與三年前的前作相比，《三國志3》的進化程度可謂翻天覆地：4色畫面到16色畫面的躍進，16色的巧妙搭配帶來了細膩的地圖地形效果； 更為驚人的是，本作的戰爭場面採用仿3D動畫，讓本身極為枯燥的戰鬥過程一下子充滿了無窮的魄力。 音樂上本作也首次擺脫了之前的類比效果音，採用MIDI音效。
