《侠盗猎车手》第一代在PC平台上由David Jones创作诞生。它是一款以2D俯视的视角方式进行的游戏，内容主要涉及暴力、黑帮争斗、抢夺地盘和枪战。这些刺激的情节成为游戏的主线。除了暴力的内容外，基本上可以划分到比较传统的2D动作类游戏的范畴。与大多数暴力游戏知名品牌一样，《侠盗猎车手》同样也是诞生在欧洲(苏格兰公司DMA Design的手笔）。虽然游戏在制作当中完全没有考虑到暴力因素的影响，但游戏发布之后却随即召来了舆论界的谴责之声，游戏在欧洲和美国推广时都碰上了巨大的宣传难题，因为宣传《侠盗猎车手》几乎相当于宣扬暴力，不少政府由于担心这种内容严重越轨的游戏会影响到青少年的身心健康而全面禁售进口游戏光盘。不过各大媒体的谴责之声反倒为《侠盗猎车手》做了免费宣传，当时年龄在18到35岁之间的年轻人，多数都是因为看到这些负面报道而对游戏产生了浓厚兴趣。当标有“18岁以上”的《侠盗猎车手》在英国上市时立刻受到了人们的欢迎。
